I'm guessing there isn't anything that can be done with a blue tarp garage door or a plywood garage door in the townhouse area? Someone from the hoa needs to take a drive through the townhouses.

any member of the hoa should be driving through the townhouses & the single family once a month. Some in the single family will say will I'm not in the townhouse neighborhood it doesn't effect me. Well we are all under the same umbrella here. Lets remember something called property values. 

As you must be driving around the townhome areas, you might want to include an address where this garage is.  There are only four Board members (soon to be three, as one member is moving).  Maybe you should join the Board to help us.
