Can someone please let the lady with the three large dogs that bark incessantly to figure out a way to not abuse her dogs?  They bark all day and night.  They are locked up outside.  They got out of the CHAIN LINK fence due to a hole being dug.  Does our neighborhood not have standards anymore?!
