Concerns from the Social Event

There is no argument that the covenants and bylaws are in need of enforcement. There is also no question that many residents have not spent the needed time to review the covenants and bylaws that govern this HOA. The Board is currently working on ways to address both of these issues. The Board also recognizes the need to recruit concerned homeowners to assist in many aspects of the HOA and to improve the quality of our neighborhood. If you know anyone who would like to assist the Board in this endeavor and serve on a committee to improve our neighborhood please have them respond to the website with contact information.  Some of the most common problems the neighborhood is experiencing are listed below; the Board respectfully asks that you do your part to take corrective actions to help improve our neighborhood.

Parking:  The Homeowners' Association does not enforce parking or not parking on the streets.  That is covered according to city codes. We ask that all homeowners use courtesy and common sense and try not to park in front of the mailboxes, fire hydrants, on the curves, etc.

Animal Control:  Please respect your neighbors yards, common areas, and along with the sidewalks in regard to dog poop.  All dogs should be on leashes if not contained on personal property. According to City Ordinance 1080-7/25/00 Ord. 1255, Sec. 9 : "Animal Waste. The owner of every animal shall be responsible for the removal of any excreta deposited by his or her animal on public or private property within the City of Andover, Kansas. The owner of any animal shall not allow animal waste to gather and remain on the premises of the owner in such quantities which create unsanitary conditioned or objectionable odors"......In other words if a homeowner specifically witnesses a dog doing their business on private or public property and the owner does not clean up after the dog then the "victim" can then make a complaint with a police officer against the owner of the dog for violating a City Ordinance. All dogs are to be leashed and not running throughout neighborhoods or at large within the City of Andover Ord. 45, Sec. 4 Ord. 1255, Sec. 2.
 
Yard Maintenance:  The covenants state that yards should be in place within 4 months of occupancy as well as doing yard upkeep by mowing in a timely manner and a minimum of 2 trees (no specific type required).
 
Speeding vehicles through the neighborhood please call city hall and report the action at 733-1303.  DO NOT CALL CITY HALL FOR SPEEDING SCHOOL BUSES! Please call USD 385 Transportation Office, Julie Clopton, Director, 218-4621 to inform her that the buses are speeding through our neighborhood.  If you have not received the satisfaction that you desire, please call the USD 385 District Office at 218-4660 to report the problem. Please have bus number and time of day handy to give to the officials so they can find out who is the violator.
