HOA getting back the missing CDOT funds

The CDOT funds that I have been questioning the HOA over for the last years are being credit back to the HOA as of today.   Douglas Welton current president had stated last week that CDOT did not know anything about the funds and there was no account.   He said if I disagreed that I could research it.  Not being on the board I took the matteer up and spent hours researching through minutes and my emails.   I found where every dollar was requested for use when I was president of the HOA and Ken Davis our 2009 president.   

 

I didn't expect to have to fight to get the funds back a second time.   In 2008 CDOT gave us back 13K of the funds.  The balance that went away the last couple of years was 1253.80.  Those funds were earmarked to be used for vinyl replacements of our Neighborhood Identification signs.  They  appaered in the HOA minutes until November 2016.     I am pleased that CDOT has agreed to give us the credit back on these funds for the HOA to use in the future.   It took several hours of research both times, but the outcome was satifactory both times.    Thanks to Katherine Dennis with CDOT for her efforts to reinstate the funds.

After an exhaustive search for the traffic calming funds you inquired about, I have not been able to identify any open account balances held at CDOT or elsewhere in the City.  That said, our Budget manager here in CDOT confirms that when the new accounting system was implemented about 4-5 years ago, fund balances that had been “inactive” for several years were liquidated and rolled into a consolidated account.  We are willing to honor the balance you have identified based on the 2010 e-mail documentation exchanged with Doreen, however we will need the request for any eligible expenditures to come to us via the Neighborhood Association. Who from the Neighborhood Association should be included in this conversation to determine if a request for service has been agreed upon by the board?  Is that Douglas Welton?  Depending on the identified need, the neighborhood would submit the request and the City would cut the check on the neighborhood’s behalf to the vendor.  So for example, if it was for the replacement of vinyl on decorative signs, the neighborhood would hire the sign company and we would cover up to the $1,253.80. 

 

On the matter related to the new traffic signal at Tyvola and Queens Sports Complex—This signal is a part of the County’s “Cross Charlotte Trail” facility and for this the County is also providing a parking facility on the south side of Tyvola.  As I understand it, Queens University was awarded a grant through NCDOT, and it will benefit the most vulnerable roadway users, pedestrians and cyclists.  The work is being administered by Mecklenburg County and Karen Weston-Chien is the PM she may be able to provide more background.  Her e-mail address is Karen.Weston-Chien@mecklenburgcountync.gov.  I hope this helps.
