 MINUTES OF REGULAR MEETING

 September 22, 2009

 

The regular meeting of the Graymoor-Devondale City Council was held at the Episcopal Church

Home Memory Center, 7504 Westport Rd.

 CITY OFFICERS PRESENT: Mayor John Vaughan, Council members Bry Hardin, David Meiners, Joe Meiners, Mark Sites and Yvette Winnette.  ALSO PRESENT: Police Chief Grady Throneberry, Safety Director Marvin Bray, City Attorney John Singler and City Clerk/Treasurer Nancy Perito. ABSENT: Council member Michael Doyle and City Engineer Mark Madison.

 GUESTS PRESENT: None.

 PUBLIC FORUM: None.

 APPROVAL OF THE MINUTES: Mark Sites motioned to approve the minutes of the August meeting. David Meiners seconded the motion and the August minutes were approved by unanimous vote.

  APPROVAL OF THE TREASURER’S REPORT: Yvette Winnette motioned to accept the August treasurer’s report as previously distributed.  Mark Sites seconded the motion and the August treasurer’s report was unanimously accepted.

 OLD BUSINESS:  Commercial Updates: Mayor Vaughan reported there would be a Public Hearing on September 30, 2009 at 1:00p.m. at the Old Jail Building to address a sidewalk waiver at Westport Village.

 Michael Doyle requested per e-mail that he be given until the end of September to resolve the delinquent business license issue with Jim Willett of Indigo Joe’s. Mayor Vaughan requested that Attorney John Singler pursue legal action if the issue is not resolved by September 30, 2009.

 Bry Hardin motioned to adopt Ordinance #3, Series 2009-2010, an ordinance amending the city’s annual budget for fiscal year 2008-2009 after a second reading which included changes to the Public Works budget line. Yvette Winnette seconded the motion and the ordinance was read and adopted after unanimous vote.

 NEW BUSINESS: Yvette Winnette motioned to have the first reading of Ordinance #4, Series 2009-2010, an ordinance relating to changes to the text of the Metro Land Development Code. David Meiners seconded the motion and the ordinance was read after unanimous vote. Detailed explanation of the changes was given by Attorney John Singler.

 PUBLIC SAFETY: Chief Throneberry reported that two additional part-time officers have been added to the police staff.

 The police department, along with Lyndon Fire, will be helping out with the Phyllis Knight 5K Run for

Crusade for Children on October 17, 2009. The event will begin at Westport Village and involve Lyndon Ln., Herr Ln. and residential streets.

 St. Matthew’s Police Chief asked for volunteers from the Graymoor-Devondale Police Department to assist

in the Toys for Tots Motorcycle Run.

 There was a burglary on Greenlawn Rd., but there are currently no suspects. There was also a burglary on Girard Dr. and all of the suspects were caught and the victim’s property was recovered. The residents where this burglary occurred wrote a letter of commendation to the police department. Mayor Vaughan requested that the letter be published in the next newsletter.

 There was discussion of the new police phone number and how calls are transferred to the sheriff’s department. Council member Yvette Winnette requested an article for the newsletter with an explanation

of the process for contacting the police.

 Chief Throneberry and three other officers will have in-service training in October.

 CODE ENFORCEMENT: No Report.

 SANITATION: No Report.

 PUBLIC WORKS/SIGNAGE: Mayor Vaughan noted three areas in the city where the line of sight for drivers needed to be cleared: Ormsby Ln. at Fairmeadows Ln; Applewood Ln. at Oxted Ln and Girard Dr.

at Graymoor Rd. He asked Joe Meiners to contact Brunner’s.

 Yvette Winnette inquired about the situation discussed at the last meeting regarding damage to pavement surrounding drainage grates at Graymoor Estates. Mayor Vaughan stated that the City will be handling this repair through Flynn Brothers at a cost of approximately $2100.00 per catch basin. There are about 6-7 of them needing repair.

 BEAUTIFICATION: Mayor Vaughan will meet with Bry Hardin regarding a landscape plan for the City Office. The Mayor also requested that Mark Madison determine if a dead tree at Crossmoor Ln. and Herr Ln. is on the City. If so, he requested that the tree be removed.

 INSURANCE/FINANCE: Mayor Vaughan reported for Michael Doyle that insurance renewal estimates will be available in a couple of weeks. Michael Doyle will also be attending the Westport Rd. Corridor Study monthly meeting on September 23, 2009 at 6:00p.m. at Westport Middle School and will provide updates via e-mail.

 PUBLIC INFORMATION: Yvette Winnette gave the deadline for newsletter articles as October 20th. She requested that a date be chosen for the judging of the Holiday Decorating Contest. The agreed upon date

is December 12, 2009. Joe Meiners will obtain judges for the contest. She also noted several events at Westport Village: Phyllis Knight 5K Run/Walk on October 17th at 9:30a.m. and Trick or Treat at The Village

on October 30th from 6:00p.m. to 9:00p.m.

 CITY CLERK: Nancy Perito reported on the status of the 2009-2010 business licenses. She also reported that property tax bills were sent out September 15th. She requested that an article be placed in the newsletter

regarding keeping pets, both cats and dogs, on a leash.

 SPECIAL PROJECTS: No Report.

 ICE/SNOW REMOVAL:  No Report.

 LEGAL: No Report.

 There being no further business to discuss, a motion for adjournment was made by David Meiners and seconded by Mark Sites. The meeting, by unanimous vote, was adjourned at 8:33p.m.
