How does someone get to be Neighborhood Watch Leader/contact.     Jerry Scaglione claims to be Bowman Heights Crime Watch Leader but no one can recall and election or process to select him.  He does little to pass on information, some rare flyers on topics that interest him....no specific BH neighborhood meetings, just suggesting we attend nearby meetings.....no reports on those meetings.  The latest outrage is that he got notice of a requested zoning change to turn a residential lot into commercial parking and work yard.  He did not pass the word and the notice sign disappeared in days.  Later we learn he agrees with the change despite opposition by nearly all neighbors and a petition of nearly 50.  He also does not contribute to this exchange or a very effective Facebook limited site that is very effective in engaging and informing neighbors.   Now how do we get the City, Police, etc. to stop regarding him as out leader.
