A good read for homeowners - the HOA can only enforce what is in the Declaration - not the ARB Guidelines - Google for the case:
Sainani v Belmont Glen Homeowners Association, Virginia Supreme Court, Aug 26, 2019

Is that why the Declaration is being amended? So that the Board and ARB can enforce the guidelines they have come up with? Which brings up another question: Exactly who are the four people who amended the documents?

That's exactly right - the board wants more power. Threats of hearings and lawsuits are not working well enough for them. And, oh yeah, the president wants to get paid to do inspections on our private properties.

I would like to know who these people are too. If a committee was formed, then the membership was required to be notified of who was on it and when the meetings were held. I didn't even know there were four people?

And why do we find out AFTER the amended goes out (and presumed to be on the road to passage) that the president and another board set are up for vote?!
