TREASURER’S REPORT:
Treasurer’s report: May 30 balance = $3007.83; At present: 21 voting, 12 non voting members.
GUEST SPEAKERS:
Councilwoman Elisa Chan spoke about her first four meetings at city hall. A major issue before Council will be approval of the 2010 city budget with a predicted 11 million dollar shortfall. Elisa stressed her fiscal conservancy and to keep public safety, infrastructure and a strong economy as top priorities. Building working relationships and coalitions with the other city council members was one of her first goals. A July 14 mixer for HOA Presidents and a later appreciation dinner for District 9 Board and Commission members have been planned. Councilwoman also responded to questions about a review of the existing digital billboards ordinance and will investigate a possible revision of the SAPD COP program.
Kevin Wolff, Precinct 3 Bexar County Commissioner, discussed his role to oversee the budget for 60
elected officials yet not being able to dictate how the money is spent by each. A 2010 15-20 million
dollar shortfall due to the recession will cause county budgets to be cut and services may be reduced.
This could be controlled a zero-based budget. Kevin stressed the need to expand the southern San
Antonio River Mission Reach with flood control funds; and, to merge redundant county-city agencies.
OLD BUSINESS:
Senate Bill 236 and Solomon’s Bill 1976 that both impacted HOA’s died at the end of the Legislative
session. Since Governor Perry will pick the bills to be considered in the upcoming special Texas
legislative session it appears unlikely they will resurface. D9NA membership approved a motion for Art Downey to draft a letter to the Mayor and Council requesting that no changes be made to the Digital Billboard ordinance until the traffic impact study is completed next year.

ANNOUNCEMENTS
Past D9NA President Mike Villyard is in the Northeast Baptist Hospital. The next DN9A meeting will
be held Wednesday, July 22 at the Brook Hollow Library at 530 Heimer. The Regional Mobility
Authority (RMA) will hold a Super-Streets open house Tuesday June 30 at the Summit Christian Center
at 2575 Marshall Road. The existing Digital Sign Ordinance will be reviewed in two public meetings
June 29 at McCreless Library and July 6 at Memorial Library. The Citizens Academy will be held at the
City Toolyard on July 12 and August 12 for all D9NA residents. The 20th Neighborhood Conference
will be held on September 12 at the Laurel Heights Christian Church at 227 West Woodlawn Ave.
