The board issued a statement about the resignations saying all members received memos laying out the contents of the agreement and legal staff was available to answer any questions.
The agreement, which still needs a judge's approval, would eliminate the requirement for a witness signature on mail-in ballots. That is the most common reason boards currently deem ballots incomplete and uncountable, especially among Black voters.
