As part of the Bel Air neighborhood's participation in the City of
Phoenix Neighborhood Fight Back program, there have been a number of
changes made and will continue to be made to our neighborhood.  In my
personal quest to get information about the program to block some of our
alleys, I obtained a copy of the current Neighborhood Action Plan.  The
president of the Bel Air Neighborhood Association (BANA) assured me that
this plan was voted on and approved at a BANA general meeting and that
it is no longer open for discussion.  Apparently I missed that meeting,
probably some time in 2008, and perhaps you did as well.  In any case, I
never saw the document before.
